The State of Hawaiʻi Department of Health's Office of Health Care Assurance issued a notice of violation and order yesterday to Anita Felipe, the owner of Island Promise Homes, LLC. She was cited for operating an unlicensed care home on 94-947 Lumihoahu Street in Waipahu.
Felipe is a licensed registered nurse and operated three licensed adult residential care homes in Honolulu.
Health department inspectors conducted their first announced investigation in December 2018, and Felipe admitted she was providing care in an unlicensed facility.
At a follow-up investigation in July 2020, there were still residents there. Four residents were eventually transferred to one of Felipe’s other licensed facilities, and there are currently no residents at the Waipahu home.
Hawaiʻi law requires all adult residential care homes to be licensed.
Felipe is required to pay an administrative penalty of $828,000, that's $1,000 for each day of operation, from April 24, 2018, (when the first resident entered the facility) to July 29, 2020 (when the last resident was transferred).
Felipe has 20 days to submit a written request for a hearing, or the notice of violation and order will become final and enforceable.
