Honolulu City Council measure would require permit, license for commercial drones at parks

The Honolulu City Council is introducing a bill that would create a process for television and film production crews to use drones at city parks.

The Hawaiʻi Film Office says drone use is reviewed on a case-by-case basis.

Bill 21 would require a permit and aviation license for all commercial drone use at city parks.

Councilmember Augie Tulba reintroduced the bill after the older version from 2020 failed to pass.

The bill does not apply to state parks. The Department of Land and Natural Resources approves drone use at State Parks on a case-by-case basis.
